The Churchill materials document reservation life at the beginning of the 20th century in more than ten states and Federal territories, including Florida, North Carolina, Oklahoma, Minnesota, Montana, Arizona, New Mexico, Utah, California, Oregon, Washington and Alaska.

Frank C. Churchill, with a background as a teacher, businessman and local politician, was appointed a revenue inspector of the Cherokee Nation in Indian Territory. He later served as inspector of reservations in ten states and territories. As he and his wife, Clara, traveled as part of his duties, they took photographs of the local tribes and cultures. Col. Churchill's philosophy was such that he believed education to assimilate and Christianize Indians was their only chance of survival; as such, Churchill tended to photograph elements of native culture that might seem exotic or picturesque.
