Archival materials relating to Harding's work with the Democratic National Congressional Committee and the United States House of Representatives. The collection includes photographs of politicians and foreign dignitaries, programs, printed materials, scrapbooks, and campaign memorabilia.

Biographical/Historical note
Harding was Assistant to the Chairman, Democratic National Congressional Committee from 1946 to 1954. He was Executive Director, Democratic National Congressional Committee from 1954 to 1972, and was also Assistant Sergeant at Arms in the United States. House of Representatives. In 1972 he was elected Sergeant at Arms. He retired in 1980.

Ownership and Custodial History
Harding donated the collection to Daytona Beach Community College in 1980. In 1998 the College returned the collection to the donor because of space reasons. Harding then donated the collection to the Division of Political History, National Museum of American History. The Division transferred the archival portion of the collection to the Archives Center in 2005.
