Summary

Executive Order 12635 - In response to the policies and actions of General Noriega, President Reagan declared a national emergency to deal with the threat of those actions and policies to the national security, foreign policy and United States economy. The order blocks all property of the government of Panama in the United States, prohibits direct and indirect payments to the Noriega/Solis regime, all payments due will be made to the Federal Reserve Bank of New York and help in trust for the Panamanian people. These payments included social security payments from organizations, such as STRI, to the Government of Panama for their Panamanian workers.(Image nos. SIA2011-2255 and SIA2011-2256)

This accession consists of records that document the administrative activities of the Office of the Assistant Secretary for Science. They include correspondence and memoranda pertaining to administration of offices and bureaus throughout the Institution, primarily focusing on budget appropriations, personnel matters, or the overall maintenance of museum facilities; exhibitions and collections management; fellowships and grants; congressional issues; proposals for, or reports concerning, scholarly research projects overseas; accounting services; Step-up 90 Program; affirmative action; and endowments. Additional correspondence refers to the African-American Program, Committee on Earth and Environmental Sciences (CEES), International Geosphere-Biosphere Programme (IGBP), Laboratory of Molecular Systematics, Quality Education for Minorities (QEM), International Science Foundation (ISF), Sesquicentennial Celebration, Smithsonian Tropical Research Institute (STRI), Smithsonian Environmental Research Center (SERC), and Smithsonian Astrophysical Observatory (SAO).
