Descriptive Entry

Descriptive Entry
These records for the most part date from 1960, when Ann S. Campbell became Supervisory Management Analyst in the Office of the Assistant Secretary for Administration.
These records include correspondence, organization charts, project reports, audit reports, directives (with background information), various task force minutes, MAO internal records, and informational files, reflecting the Office's role as a clearinghouse for Smithsonian administrative activities, policy surveys, and changes. Pre-1960 records include correspondence of John Enos Graf and John L. Keddy, Assistant Secretaries of the Smithsonian. Of importance is the Keddy survey of United States National Museum collection management activity, 1953.

Historical Note

Historical Note
In 1961, an organization and methods unit was created informally under the Assistant Secretary, with the Supervisory Management Analyst in charge. The unit was formally recognized as the Organization and Methods Division in 1964; became the Administrative Systems Division (ASD) in 1968; and the Management Analysis Office (MAO) in 1972. Ann S. Campbell was Chief, ASD, 1968-1972, and Director, MAO, 1972-1980. John G. Motheral became Director of MAO in 1980.
The primary responsibilities of the Office have included surveys of Smithsonian offices, focusing on their function, objectives, staffing, and procedures, and recommending and developing operational changes as requested. MAO coordinates, prepares, and issues Smithsonian directives, including Smithsonian Manuals, Office Memoranda, and Announcements. In addition, MAO provides assistance in preparing, drafting, and controlling the use of Smithsonian forms. The Office gathers Smithsonian-wide information for institutional reporting to federal agencies, such as preparing the Smithsonian entry for the Catalog of Federal Domestic Assistance.
