Historical Note
The Contracts Office was authorized to negotiate contracts and grants on behalf of the Smithsonian Institution. The Office was established in 1964 and Elbridge O. Hurlbut was named contracting officer. He directed the Office until his retirement in 1988, when Joseph H. Shealy became acting director. Prior to 1964 contracting officers and specialists had been attached to the Office of the Secretary.
The grants accepted by the Smithsonian supported a wide variety of research and educational projects throughout the Institution. The contracts were agreements entered into with vendors who wished to supply goods and services either directly to the Smithsonian Institution or to the public under the auspices of the Smithsonian.
