The records contain proposals and drafts of contracts and grants, correspondence concerning their acceptance and implementation, budget information, reports about grant-sponsored activities, and information concerning the administration of the Office and the authority of the Contracting Officer. Entries include the following information if available: fund number ("N/A" if not available), title of contract or grant, principal investigator, agency, contract or grant number, and number of folders (if more than one).
Prior to 1964, Smithsonian contracting officers and specialists had been attached to the Office of the Secretary. In 1964 the Contracts Office was created and was authorized to negotiate contracts and grants on behalf of the Smithsonian Institution. Elbridge O. Hurlbut was named contracting officer. He directed the Office until his retirement in 1988, when Joseph H. Shealy became acting director.
The grants accepted by the Smithsonian supported a wide variety of research and educational projects throughout the Institution. The contracts were agreements entered into with vendors who wished to supply goods and services either directly to the Smithsonian Institution or to the public under the auspices of the Smithsonian.
