These records document the fiscal administration of grants received by the Smithsonian Institution. They consist of correspondence, memoranda, budgets, and reports. Many of these records were kept by Phillip H. Babcock, who became an accountant in the Fiscal Division in 1964, chief of the Contracts and Grants Section in 1966, chief of the Contracts and Grants Division in 1969, chief of the Grants and Insurance Administration Division in 1972, and director of the Office of Grants and Risk Management in 1978.

Historical Note
The Office of Grants and Risk Management administered grant and contract awards to the Smithsonian Institution and assessed and procured insurance for the Institution. These duties were performed by accountants in the Fiscal Division until 1966, when the Contracts and Grants Section of the Fiscal Division was established. In 1969 the Contracts and Grants Division was established. It was renamed the Grants and Insurance Administration Division in 1972, with Phillip H. Babcock as its chief. In 1978 the Division became the Office of Grants and Risk Management.
