The State and Local Government Program of the Woodrow Wilson International Center for Scholars (WWICS) was established in January 1974 with Elliott L. Richardson as Chairman of its Advisory Committee. It consisted of approximately six fellows committed to the study and discussion of problems and challenges relating to, and facing, American government at the local level. A large number of the Advisory Committee members consisted of city mayors, current and former state governors, and other officials engaged in public administration.
In its early years the State and Local Government Program was administered by the fellows and other support staff of the Wilson Center, such as the Special Events Coordinator. Official correspondence of the Program was signed by the WWICS Director. In 1975 Jeffrey L. Mayer was appointed Associate Scholar and then Staff Administrator of the Program. He served through 1976 when Robert B. Hawkins, Jr., who had been a fellow, became Program Coordinator and served 1977- .
