Historical Note
The Foreign Currency Program was initiated in FY 1966 when the Smithsonian Institution received its first appropriation of excess foreign currencies deriving from the sale of agricultural surplus under Public Law 480. Originally, grants were given to American universities or museums for research in archaeology and related disciplines in excess currency countries, including Ceylon, Egypt, India, Israel, Pakistan, Poland, Tunisia, and Yugoslavia. Congress later extended the scope of the program to include research in systematic and environmental biology, earth sciences, astrophysics, and museum programs. Staff of the Foreign Currency Program included Kennedy B. Schmertz, Director, 1965- , and Kenneth Whitehead, Deputy Director, 1967-1972.
