Mr Paul, a Seattle attorney, was in Washington and testified before the Insular Affairs Committee on July 13, 1968; he left the volume with Dr Washburn at that time. Mr Paul's mother was a Tlingit and he was brought up in Ketchikan, Alaska. He was in his eighties in 1968.
