Included are a variety of materials, such as slides, photographs, sound and video recordings, letters, resumes, newsletters, financial reports, operational procedures, and printed materials. After circa 1990, the NEA began returning supporting documentation to the applicants, hence, no records from the 1990s are included, although grants were awarded in the Visual Artists Organizations category until 1995.

The papers contain research files about various art historical topics, museums and galleries, photography, and artists. There are extensive files documenting Starr's relationship as researcher, dealer, and friend of folk painter Minnie Evans. Additionally, the papers include biographical materials, writings, speeches, project files, printed material collected or authored by Starr, and hundreds of artistic and documentary photographs and negatives created by Starr depicting her travels, Minnie Evans' paintings, roadside folk art, and other topics.
The records of the New York City-based Cinque Gallery, a nonprofit organization, measure 1.1 linear feet and date from 1959 to 2010, with the bulk of materials dating from 1976 to 2004. The gallery's mission was to exhibit African American artists, to educate the public about their work, and to offer art programs to the community. This is documented by administrative records, artists' files, financial and legal records, printed material, and photographs. Materials dated before and after the gallery's years of operation relate to African American community organizations and were compiled by former Cinque Gallery Executive Director, Ruth Jett.
The papers of art historian, curator, and educator Patricia Hills measure 23.1 linear feet and date from circa 1900-2015, bulk 1968-2009. Central to this collection are project files documenting professional work that resulted in lectures, publications, exhibitions, art history courses on numerous artists including Alice Neel, Jacob Lawrence, May Stevens, Rudolf Baranik, and John Singer Sargent. These files and files documenting Hills's tenure at the Whitney Museum of American Art include planning documents, research files, correspondence, manuscripts and accompanying publications, as well as other printed materials. The collection also contains correspondence with art historians, artists, curators, and others, notably Lawrence Alloway, Lowery Stokes Sims, Lucy R. Lippard, T.J. Clark, Leon Golub, and Donald Kuspit; professional files documenting grants and residencies awarded and consulting work; artist and subject files; other writings; and printed material. Membership and affiliation records document Hills' service to the profession, including Women's Caucus for Art and the Visual Culture/Art History Caucus of the American Studies Association.

The collection consists largely of files grouped by artist containing correspondence, sales records, and exhibition records documenting the activities of the gallery including outside or traveling exhibitions and other initiatives. Also included are significant amounts of visual materials (photographs, slides, transparencies, and digital images) documenting gallery exhibitions and the oeuvres of the gallery artists, as well as digital video recordings in the form of video works, recordings of artist talks, and artwork documentation.
